Although unstamped, the style of manufacture and design suggests this is probably made by the West End toolmaker Robert Cooke, using the stamp Cooke London

Previously located at 4 Archer Street, Soho and traceable as active between 1890 and 1906

This wheel has the particularity of having ‘Norhtampton style’ soft U cut grooves instead of the more common V cut
